Milton Altenberg is the founder of the 2001 reformed company, and its multiple subsequent subsidiaries and business units. As CEO at Qi2, Mr. Altenberg leads the company in becoming a global leader in the investments, development, and industrial application of advanced NDE technologies. His strategic vision and execution have driven the company into diversified markets, novel product and services strategies, and key acquisitions resulting in transforming NDE inspection methods and standards in several sectors of the energy industry.

Phillip Bondurant leads all research, development, engineering practices at Qi2, as well as manages the commercialization of novel technologies converted into products, or service technologies for Qi2 services, as well as other client businesses. Mr. Bondurant's career with Qi2 has spanned 37 years, where his engineering vision and expertise have been applied as a contributor and leader to the successful development and commercialization of instrumentation and automated inspection systems produced by Qi2, and its predecessor, Flow Research. Mr. Bondurant oversees a diverse pool of scientists and engineers which spans, electronics, software, robotics, mechanical engineering, optical physics, and crystal growth labs. The inventor on more than 12 patents, he began his career at Pacific Northwest National Laboratory as a research engineer. Bondurant a graduate of Oregon State, B.S. Engineering, and Eastern Oregon University, BS. Physics is also the advisor for computer engineering at DigiPen Institute of Technology.

Declan Rushe provides strategic guidance in the company’s directional path and strategy for Qi2 Elements to rise to the industry leader in technology-enhanced inspection and integrity management services. Noted for his expertise in industrial labor and business process for service companies, Mr. Rushe comes to Qi2 as the former President of TEAM Solutions, where over four years he led the business through acquisition and organic growth of the company. Prior, Mr. Rushe served as President and CEO of QualSpec through its acquisition by TEAM, Inc., and his subsequent appointment. Rushe acquired a decade’s experience leading to these roles in position of Senior Vice President and other executive positions with IESCO. Rushe is a graduate of Trinity College, Dublin with an MBA, Management and a BSC in Marketing from its College of Marketing and Design.

Kevin Kupitz oversees all operations responsible for the delivery of inspection and engineering services for aboveground storage tanks, pressure vessels, piping, and other essential assets. Mr. Kupitz is guiding the development and evolutionary application of advanced robotics and inspection process guide software to improve inspection coverage, accuracy, and to improve the speed and uniformity of tank inspection reports. Recognized in the industry as a thought leader, Mr. Kupitz joined Qi2 in 2019 as Vice President, NDE Robotic Services, to form Qi2 Elements on the shared vision to bring advanced technology to the application of tank inspection. Before joining Qi2, Mr. Kupitz served as Senior Vice President of TEAM/TCI Services, Inc., the tank inspection subsidiary of TEAM, Inc. (TEAM Industrial Services), an acquisition by TEAM of the company where Mr. Kupitz was part owner and Director of Sales and Operations. Mr. Kupitz is a graduate of Northern Illinois University with a BS, Business & Economics.

William “Billy” Garrow leads all business activities for In-Line Inspection (ILI) of pipelines and related engineering services provided to customers worldwide. In this role, Mr. Garrow is also guiding the long-term implementation of new technologies that will expand Pipeline Resources opportunities in the gas and liquid inspection markets. Mr. Garrow joined the company with the merger of Q-Inline (now Pipeline Resources). As its President, he led the Quanta Services MFL tools company to achieve year over year domestic and international business growth. Before Q-Inline, Mr. Garrow held senior manager global sales roles with Tuboscope, NDT Global, and Pipetronix, where he amassed a wealth of international sales and operational experience, and business relationships spanning Europe, Asia, Africa, the Middle East, as well as North America. Mr. Garrow started his career in international pipeline construction.

Jonathan Kniss leads the product production, business development and delivery of customer services for Qi2’s family of LOTIS™ laser profilometry NDE inspection and measurement systems.
